Office of Legal Affairs Staff Members

The General Counsel is David E. Broome. He has practiced law in the University of North Carolina system since 1976. He came to UNC Charlotte in December 2004, after more than ten years as a senior attorney at North Carolina State University, where his practice focused on complex transactional matters in technology transfer, research-related matters, intellectual property and real estate. Over the course of his career, he has been involved in all areas of university legal work. He has administrative experience, having been responsible for the creation and operation of the University of North Carolina at Chapel Hill Office of Technology Transfer. He has been involved in local and national organizations concerned with intellectual property and licensing and has made presentations at regional and national conferences.  Mr. Broome received his bachelor’s degree in History and English from the University of North Carolina at Chapel Hill, and he received his JD from the University of North Carolina School of Law.

James E. S. (Jesh) Humphrey IV is Senior Associate General Counsel. Jesh joined the Office of Legal Affairs in August 2006 after serving as outside counsel to corporate and education clients in private practice with Helms, Mulliss & Wicker, PLLC (now McGuire Woods LLP). His duties include advising University administrators on a full range of legal and policy issues, including matters related to institutional policy and governance, pre-trial negotiation, discovery, litigation management and dispute resolution, compliance with state and federal laws and regulations, academic freedom and tenure, intellectual property, campus security and risk management, contract review, drafting and negotiation, constitutional law, student affairs, FERPA, the Umstead Act, the Open Meetings Act and the Public Records Act.   Jesh received a BS in Computer Engineering from Case Western Reserve University in Cleveland, Ohio, and graduated with honors from the University of North Carolina School of Law. 

Amy S. Kelso is Senior Associate General Counsel. Amy began her telecommuting in-house counsel position at UNC Charlotte in 1997 after clerking for NC Court of Appeals Chief Judge Gerald Arnold for two years. She conducts extensive computer-based research and writing and advises University administrators on a variety of legal issues in public higher education law, including policy development, contract drafting and negotiation, student affairs, athletics, intellectual property, governance and accountability, and compliance with applicable federal and state laws and regulations.  Amy received a BA in English from the University of North Carolina at Chapel Hill and her JD from the University of North Carolina at Chapel Hill School of Law.  [NOTE: Amy telecommutes part-time from Asheville, NC, and may be reached at her off-campus office via email or phone at 828‑232‑4990.]

Jeffrey N. Jensen is Associate General Counsel.  Jeff came to the Office of Legal Affairs in December 2011. He has fifteen years of experience in legal and regulatory compliance in public higher education, having worked previously at the University of North Dakota and with the University of Wisconsin System.  He received his JD and a Master’s degree in Educational Administration from the University of Wisconsin-Madison.  His practice at UNC Charlotte includes student affairs, employment and personnel matters, athletics, records access and protection under the North Carolina Public Records Act, FERPA, HIPAA, the review and negotiation of contracts and related business transactions, as well as advising on federal and state regulatory matters.

Sarah O. Edwards is Assistant General Counsel. Sarah’s primary areas of responsibility are institutional compliance and transactional work.  Sarah is a native of Albemarle, NC.  She received her BA in Poltical Science from Wake Forest University and her JD from the University of North Carolina School of Law.  Before coming to UNC Charlotte, Sarah clerked in the NC Court of Appeals and the NC Supreme Court.  She then worked as a Higher Education Legal Fellow at UNC Chapel Hill and had that same role here at UNC Charlotte before becoming Assistant General Counsel in May 2013.


Patti Turner serves as Executive Assistant to the General Counsel. Patti has been handling administrative and office management matters for the Office of Legal Affairs since May 1996.

Tina Dadio joined the Office of Legal Affairs in July 2010. She is the University Public Records Officer and serves as Paralegal for the Office of Legal Affairs and Administrative Assistant to the Senior Associate and Associate General Counsel positions.
